Billing, Rates & Meters
Residents of Cambridge, Kitchener, (City of) Waterloo, Wilmot and Woolwich pay water and wastewater charges to the city/township in which they reside. The water/wastewater rate for the cities of Cambridge, Kitchener and Waterloo, as well as the townships of Wilmot and Woolwich, is determined and billed by the municipality. Residents of the Township of North Dumfries and the Township of Wellesley are billed for water and wastewater by the Finance Department, Region of Waterloo. Call Accounts Receivable at 519-575-4490 for more information.

Note: Operation and maintenance of the water distribution and wastewater collection systems for both North Dumfries and Wellesley townships is the responsibility of The Region of Waterloo. Call 519-575-4400, regarding meters, shut-off valves, etc.
WATER METER REPLACEMENT PROGRAM
The Region of Waterloo is committed to providing the most safe, effective and efficient water services to its residents. The Region is pleased to announce that over the next several months, it will be replacing all of the water meters in the Townships of North Dumfries and Wellesley.
In December 2013, Region of Waterloo Council approved the supply and installation of water meters and awarded the contract to Neptune Technology Group. The majority of existing water meters in the Townships are the first, original meters, most of which have now exceeded their expected lifespan. The Region is therefore undertaking a complete meter replacement program and it is expected that all meters in the Townships of North Dumfries and Wellesley will be replaced by the end of October 2014 by Neptune Technology Group. Residents will be receiving a detailed information pamphlet from Neptune providing detailed information on the program, the meters, and the installation process.
Please note that this is a mandatory replacement and that there is no cost to the homeowner for this replacement, but the homeowner is responsible for booking an appointment with Neptune and providing access
(as per Bylaw 14-013, Part VI, section 25) to replace the meter.
Information on how to book your appointment will be provided in the information pamphlet that will be mailed to all affected properties. It is anticipated that the meter replacement program will run from May to October 2014.

- For credit card payments, 519-575-4490 select option #1, weekdays 8:30 a.m. - 4:30 p.m.
- Payment in person, including cash, debit card, credit card and cheque, can be made at the Region of Waterloo Administrative Headquarters, 150 Frederick Street, Kitchener, 4th floor, Finance-Accounts Receivable.
Wholesale Water Rates
The cost of water supply and wastewater functions in Waterloo Region is fully funded by user rates and development charges.
The Region of Waterloo is responsible for supplying bulk water at a wholesale rate to the following municipalities: Cambridge, Kitchener, Waterloo, Wilmot and Woolwich.
The 2016 wholesale rates are $1.0060 cents per cubic meter for water and $1.0092 cents per cubic meter for wastewater (sewage).
