Landlords and Property Owners

Collection services provided by the Region

To learn about waste collection services for buildings with 3 to 6 units, and single-family and duplex homes, view our Collection by Building Type page.

The Region does not collect waste from large apartments buildings (7 or more units), although we do provide blue and grey cart recycling services.

Responsibilities of landlords and property owners

  1. Ensure that tenants know and follow the rules and regulations set out in the By-law to Prohibit and Regulate the Collection of Waste, Regulate the Receiving, Dumping and Disposing of Waste (By-law 17-007)
  2. Provide tenants with the proper waste collection containers, such as garbage cans, blue boxes and green bins
  3. Inform and educate tenants about how to properly sort, prepare, and set out waste items to ensure safe and efficient collection, prevent litter, and maximize recycling

Informing tenants

The Region offers information and educational tools to help inform tenants about our waste collections services.

Current tools include:

By-law infractions

If tenants do not meet the rules and regulations of the Regional Waste By-laws, landlords and property owners may be subject to fines and possible court appearances.

For more serious or repeat offences, you may receive a summons, and if convicted, may receive a fine of up to $5,000. In addition to a ticket or a summons, your annual tax bill may also include a clean-up cost. The most common by-law infractions relate to early or late placement and non-removal of waste items set out for curbside collection.
