Building Activity

The Region of Waterloo does not issue building permits, but regularly assembles data provided by each of the Area Municipalities. For details about individual permits, please consult the Area Municipalities.

In 2015, the total value of building permits for new construction issued across Waterloo Region was $1.04 billion: $713.2 million in the residential sector and $328 million in the industrial, commercial and institutional sectors. There was a decrease of 18 per cent in the overall value of new construction 2015 compared with 2014, but the total value remained higher than the 10-year average of $1.1 billion.

Reurbanization levels can also be monitored using building permit data. Permits for new residential units indicate that 49 per cent of units in 2015 were within built-up areas of the region. This is the sixth consecutive year that the Places to Grow target of 40 per cent, and the Regional Official Plan target of 45 per cent of units in the built-up area has been exceeded.
