How do I become a Metered Taxi-cab owner?

You must be sponsored by a Taxi-cab broker who holds a license under the Taxi-cab By-law, submit a signed Metered Taxi-cab Owner and Vehicle License application form, and a Motor Vehicle Inspection Certificate (if the vehicle is over 3 years old or has more than 75, 000 KM of travel).  

How do I become an Auxiliary Taxi-cab owner?

You must be sponsored by a broker who holds a valid Auxiliary Taxi-cab Broker license under the Taxi-cab By-law; the approval from the Auxiliary Taxi-cab Broker must be submitted to the Region along with an Auxiliary Taxi-cab Owner and Vehicle License application form and a Motor Vehicle Inspection Certificate (if the vehicle is over 3 years old or has more than 75, 000 KM of travel).  

There are no limits on the amount of Auxiliary Taxi-cab Owner (and Vehicle) licenses the Region may issue.

What are my responsibilities as a Taxi-cab owner?

Some of your responsibilities are as follows

  • Hold a valid Metered or Auxiliary Taxi-cab Owner/Vehicle license.
  • Maintain your Taxi-cab vehicle in a good and safe condition.

Does a Taxi-cab owner need a taxi-cab driver license to operate his/her taxi-cab vehicle?

Yes, in order to operate and provide taxi-cab service, in addition to a Taxi-cab Owner and Taxi-cab Vehicle (Metered or Auxiliary) license, you need to obtain and maintain a valid Taxi-cab Driver license from the Region.  A free license is no longer included in the fee, a taxi-cab driver license must be purchased separately.

Is there a limit to the number of Metered Taxi-cab Owner/Vehicle licenses I can hold?

In the new Taxi-cab By-law, there will no longer be a limit to the number of taxi-cab owner/vehicle permits a person may hold.

Is there a limit to the number of Auxiliary Taxi-cab Owner/Vehicle licenses I can hold?

In the new Taxi-cab By-law, there will no longer be a limit to the number of taxi-cab owner/vehicle permits a person may hold.

Is there a prohibition on corporations from holding a Taxi-cab Owner's or Vehicle license?

There will no longer be a prohibition on a corporation from holding one or more taxi-cab owner/vehicle licenses, either metered or auxiliary.

Is there a prohibition on taxi-cab drivers leasing a taxi-cab vehicle from a taxi-cab owner, whether metered or auxiliary taxi-cabs?

The By-law does not regulate private leasing agreements between taxi-cab drivers and owners; however, the plate portion of the vehicle ownership must be in the same name as the person holding the Taxi-cab Owner and Vehicle license.

Regardless of who is listed as owning the actual vehicle, on the vehicle portion of the ownership, the party who is the holder of the Taxi-cab Owner and Vehicle license can be held responsible for any violations of the Taxi-cab By-law involving the taxi-cab vehicle.

As a Metered Taxi-cab Owner, how do I obtain an inspection from an Officer in order to seal my taxi-cab meter?

Inspection of taxi-cab meters are only done by the Region's Municipal Law Enforcement Officers on weekdays between 10:00 am and 12:00 pm; to obtain such inspection, the taxi-cab owner must attend the licensing office at 150 Frederick Street, Kitchener, at least 24 hours before the requested inspection date and pay a fee of $45.00.
