Internationally recognized expert appointed to help address water capacity constraint
Waterloo Region – An internationally recognized expert in water utility management will join the Region of Waterloo on an interim basis to help address and prioritize solutions to the water capacity constraint in the Mannheim Service Area.
The Region has appointed Kenneth Brothers as the Interim Commissioner of Water Services and Wastewater Operations, to work with the development industry, area municipalities, and the province to accelerate work to build operational resiliency and add new water capacity. This includes repairs and maintenance, as well as major infrastructure investments.
“We are pleased to welcome Kenneth Brothers to the Region of Waterloo. His expertise and proven track record in the water sector will be essential as we work through this challenge in partnership with community stakeholders. Together, we will continue to design solutions and build a stronger water system for residents today and for the future,” said Acting Chief Administrative Officer Mathieu Goetzke.
Ken is a Fellow of the International Water Association, an international speaker, a professional engineer, and an expert in best practices in water utility management. He has held senior leadership positions in various municipalities across Ontario and was the Chair of the Regional Public Works Commissioners of Ontario (RPWCO).

Ken will join the Region of Waterloo on February 23, 2026.
