Special public meeting scheduled for input on proposed 100 Victoria Site Specific By-law amendments
Waterloo Region – A special public meeting has been scheduled for Region of Waterloo Council to receive public input on proposed amendments to the 100 Victoria Street North Site Specific By-law on Wednesday, January 7, 2026, at 6 p.m. The meeting will be held in the Council Chamber at 150 Frederick Street, Kitchener and electronically.
Regional Council will consider the proposed amendments at a special meeting of Council on Friday, January 9, 2026 at 9 a.m. More information can be found on our website.
The proposed amendments are intended to address feedback received. The amendments make clear the Region’s intention to formally offer alternate accommodation to the individuals who were residing at the site on April 16, 2025 and the transition protocol to be followed.
The current By-law was approved by Council on April 23, 2025.
In November 2025, the Region of Waterloo engaged in mediation regarding the Region’s Site-Specific By-law for 100 Victoria Street North. Unfortunately, the parties were unable to come to a mediated agreement.
Preparations continue for the court dates in February 2026, which were adjourned from November to facilitate mediation.
The Region's goal remains to support people currently living at the 100 Victoria site to find alternate housing options. Region staff and partners continue to support individuals at the 100 Victoria Street site. This includes working with them on their Individual Housing Plans, connecting them to services and coordinating the cleaning and maintenance of the site.
As of December 15, 2025, two of the original individuals (individuals who were residing at the site as of April 16, 2025) continue to reside at the site, and 24 have been supported by the Region to alternative accommodations.
