Notice of Public Meeting - Proposed Amendment to the Regional Official Plan
Identification of Urban Designated Greenfield Area in the City of Cambridge and the Township of Woolwich (East Side Lands – Stage 2)
The Regional Municipality of Waterloo Planning and Works Committee is holding a public meeting to receive comments from the community on a proposed amendment to the Regional Official Plan (ROP). The public meeting is being held pursuant to Section 17 of the Planning Act, R.S.O. 1990, c.P.13, as amended.

Location: Regional Council Chambers, 2nd Floor, 150 Frederick Street, Kitchener.
Purpose and Effect
The ROP provides for the designation of a maximum of 170 hectares of Urban Designated Greenfield Area. The final location and extent of lands to be designated as Urban Designated Greenfield Area are shown on Map 1.
The purpose of this amendment is to:
- designate approximately 55 hectares of Urban Designated Greenfield Area in the southern portion of the Township of Woolwich;
- designate approximately 100 hectares of Urban Designated Greenfield Area in the northern part of the City of Cambridge;
- designate approximately 6 hectares of land as Prime Industrial Strategic Reserve in the northern part of the City of Cambridge;
- redesignate approximately 11 hectares from Prime Industrial Strategic Reserve to Urban Designated Greenfield Area in the northern part of the City of Cambridge;
- redesignate approximately 4 hectares of land from Urban Designated Greenfield Area to Prime Industrial Strategic Reserve in the northern part of the City of Cambridge.
The proposed amendment is being undertaken in accordance with ROP Policies 2.B.3 (i) and 2.B.3 (j). ROP Map 3a and Map 7 would be modified accordingly to reflect the Urban Designated Greenfield Area and Prime Industrial Strategic Reserve designated through this amendment.

Map 1 shows the limits of the Detailed Study Area and the approximate limits of the lands subject to the proposed ROP Amendment. All comments and information received from individuals, stakeholder groups and agencies regarding the proposed amendment are being collected to assist the Region of Waterloo in making a decision under the Planning Act. Under the Municipal Act, personal information such as name, address, telephone number, and property location that may be included in a submission becomes part of the public record.
If you wish to be notified of the decision of the Regional Municipality of Waterloo on the proposed ROP Amendment, you must make a written request to the Regional Clerk, Regional Municipality of Waterloo, 150 Frederick Street, 2nd Floor, Kitchener, Ontario, N2G 4J3.
If a person or public body would otherwise have an ability to appeal the decision of the Regional Municipality of Waterloo to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Regional Municipality of Waterloo before the proposed ROP Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Regional Municipality of Waterloo before the proposed ROP Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
