Unlocking Land

The Region of Waterloo’s 2023-2027 Strategic Plan outlines Homes for All as a key priority and includes “Unlock Region-owned land that supports community growth” as a critical action item to move this area forward.  

We are working to make land available across the region appropriate for affordable housing, shovel-ready employment lands and other strategic community building initiatives for Waterloo Region’s future needs. 

In March 2024, an approach to working with community partners, home builders and area municipalities on affordable and attainable housing solutions on publicly-owned land was shared with Regional Council. The plan focuses on five priority areas: 

  1. Coordination of efforts through a rapid housing municipal committee 

  2. Inventory of Municipally owned lands available for affordable housing 

  3. Regionally-owned lands and procurement processes 

  4. Partner lands for affordable housing development 

  5. Partnership with Build Now and Other Development Stakeholders Engaged in Affordable housing production.
