Waterloo Region uses a two-tier system to supply treated water and collect wastewater.

  • In North Dumfries and Wellesley Townships, the Region of Waterloo supplies treated water, collects wastewater and bills homes and businesses. Villages that receive their water service directly from the Region of Waterloo include; Ayr, Branchton, Heidelberg, Linwood, Lloyd Brown, Roseville, St. Clements, Wellesley.
  • In Cambridge, Kitchener and Waterloo and the Townships of Wilmot and Woolwich, the Region of Waterloo supplies treated water to the municipalities which, in turn, supply the water to the homes and businesses. The Cities and Townships then collect the wastewater from the homes and businesses and return it to the Region of Waterloo for treatment.

Looking for expert advice to help you save water? Our free Water Efficient Technology (WET) program can help you better understand your water use at home and how to reduce it.

Who can apply

Compare your water bill to the table below. If your water use is above average - over 150 litres per person per day, or 4.5 m3 per person, per month, you may qualify for a free home water audit.

Average monthly water use table

Please note: the table provides average water use for one month. If you are billed bi-monthly, double the average water use from the table and compare that with your water bill (for example, 9 m3 for a one-person home). If you are unsure what your water use is, we can check with you on the phone. 

What you can expect during the audit

During a 30 to 60 minute consultation, an expert will check your home's fixtures and appliances for water efficiency and leaks. You will also receive a report with personalized ways to lower your water use. WET auditors will wear a mask for the entire audit and maintain physical distance. We ask residents to stay in another room while the auditor checks their water fixtures.

User rates for North Dumfries and Wellesley Township residents
User rates and development charges fully fund the costs of municipal tap water distribution and wastewater collection. The Region of Waterloo supplies treated water, collects wastewater and directly bills North Dumfries and Wellesley Townships homes and businesses with a municipal water and/or wastewater connection using a set user rate.
  • User rates for North Dumfries and Wellesley Townships
    • $3.14 per cubic metre for municipal tap water
    • $2.32 per cubic metre for wastewater (sewage)
  • Monthly service charge
    • $10.00 for municipal tap water
    • $8.00 for wastewater (sewage)
How to read and pay your water bill

North Dumfries and Wellesley Townships residents and businesses with a municipal water and/or wastewater connection receive water bills from the Region of Waterloo Finance Department.

Use this instruction sheet to better understand your water bill or contact the Region of Waterloo Finance Department with your water billing questions.

North Dumfries and Wellesley Township residents and businesses can submit payment in person, by phone or through Canada Post.

  1. Payment in person at Region of Waterloo, 4th floor, 150 Frederick Street, Kitchener. Office hours are 8:30 a.m. to 4:30 p.m., Monday to Friday excluding statutory holidays. Accepted methods of payment are cash, debit card, VISA, Master Card or cheque payable to Region of Waterloo.
  2. Payment by phone call 226-753-2261. Office hours are 8:30 a.m. to 4:30 p.m. excluding statutory holidays. Accepted methods of payment are VISA or Master Card.
  3. Payment online through your financial institution https://www.regionofwaterloo.ca/en/doing-business/payment-options.aspx pre-authorized payments, or by cheque payable to Region of Waterloo by mail to Finance/Accounts Receivable, Region of Waterloo, 150 Frederick Street, 4th Floor, Kitchener, ON N2G 4J3.

Applying for a high water bill adjustment

The high water bill adjustment form gathers additional information to determine if a customer in North Dumfries or Wellesley Township with an unusually high water bill may eligible for an adjustment. High water consumption may happen when a property has a plumbing leak in a fixture, faucet or toilet.

Criteria includes:

  • Applies to residential properties only where leak is inside the property, water consumption is 3 times the previous 12 month average and there is no evidence of tampering of the Region's water meter.
  • Eligible residents can apply once per decade per property. The adjustment to the bill is capped $1750 and is calculated by rebating 50 per cent of the water consumption above the customer’s 12-month average.
  • The adjustment is applied to one invoice only
  • An application must be made within 90 days of the date on the high water bill

Your property does not apply if:

  • It is industrial, institutional or multi residential
  • It was vacant or unattended when the leak occurred 
  • High water usage was for a pool, hot tub, rink, irrigation or legitimate purpose

Who to contact about your water service

The location of your homes or business will determine which municipality provides your water services, including your water bill, water meter, storm-water management and shut-off valve.

The City or Township - with the exception of the Townships of North Dumfries and Wellesley - where you live sets the user rate. Visit the website of your City or Township for your user rate.

Wholesale rates for the Cities and Townships

Wholesale rates for the Cities and Townships are $1.0953 per cubic metre for municipal tap water and $1.3051 per cubic metre for wastewater (sewage).

The Region of Waterloo charges a wholesale rate to the Cities of Cambridge, Kitchener and Waterloo and the Townships of Wilmot and Woolwich to supply treated bulk water and collect wastewater. These municipalities then supply the water and collect wastewater at their set user rate to their residents and businesses.

Residents and businesses in Cambridge, Kitchener, Waterloo, Wilmot and Woolwich Townships receive water bills directly from the City or Township. Contact the City or Township with payment questions.

North Dumfries and Wellesley Townships residents and businesses with a municipal water and/or wastewater connection receive water bills from the Region of Waterloo Finance Department.
