Regional Council is composed of the Regional Chair, 8 directly elected Regional Councillors, and Mayors of the 7 local municipalities; the Cities of Cambridge, Kitchener and Waterloo and the Townships of North Dumfries, Wellesley, Wilmot and Woolwich.
Members of Regional Council serve a four-year term. The Regional Chair is elected by all eligible voters throughout the Region of Waterloo. Eligible voters in the;
- City of Kitchener elect 4 Regional Councillors
- City of Cambridge elect 2 Regional Councillors
- City of Waterloo elect 2 Regional Councillors
