Elizabeth Clarke was appointed to Council in 2015 and re-elected in 2018, and represents Kitchener.

Elizabeth is the Chief Executive Officer of YWCA Kitchener-Waterloo, where she has worked for the past 18 years. She is a part-time Practicum Professor with Wilfrid Laurier University's Master of Social Work program, and has over 25 years' experience as a social worker and social work manager and administrator in the not-for-profit sector.

Elizabeth has a Bachelor's degree in Psychology and English, and a Master's degree in Social Work, with a focus on social policy and administration. She has completed Wilfrid Laurier University's post-graduate management and leadership certificate. 

Elizabeth has served on several volunteer committees and boards in our region and currently sits on the City of Kitchener's Safe and Healthy Communities Advisory Committee and the Region of Waterloo's Housing Stability System Advisory Committee. She is a member of the Zonta Club of Kitchener-Waterloo, a service organization of business and professional women.

Elizabeth is a recipient of Wilfrid Laurier University's Excellence in Social Work Teaching award. She recently received the Community Housing Champion Award from the Region of Waterloo, in recognition of her years of service as a member of the Region's Housing Advisory Committee. Elizabeth was honoured to receive the Queen's Jubilee Award for her work in advancing the physical and economic security of women and girls.

Elizabeth is married and has three adult sons.
