Provincial Offences Court
The Provincial Offences Court, located at 77 Queen St. N., Kitchener, is responsible for the administration, courtroom support and prosecution of Provincial Offences Act offences as well as municipal by-laws within the Region of Waterloo. The most common violations fall under the Highway Traffic Act, Liquor Licence and Control Act and Compulsory Automobile Insurance Act.
Other violations include, but are not limited to, offences enforced by the Ministry of Transportation, Ministry of the Environment and Ministry of Labour. Please see the Provincial Offences Court webpage for more information.
Administrative Penalties Program
The Administrative Penalties Program is a new, user-friendly way for citizens to pay and appeal tickets issued for speeding incidents detected as of February 3, 2025 or later by Municipal Speed Cameras in school zones across the Region. This new program operates much like how parking tickets are managed – with easy, online payment options, faster processing times and local customer service and support.
Automated Speed Enforcement ticket payment and appeal options have changed

For automated speed enforcement notices (Offence Notice) issued prior to February 3, 2025, payment must be processed through the Provincial Offences Court system.

For penalty orders issued as of February 3, 2025, ticket options are processed through the Administrative Penalties Program.
