Waterloo Region’s Municipal Diversity Plan 2025

Waterloo Region’s Diversity Plan ensures that municipal appointees to the Waterloo Region Police Service Board (WRPSB) reflect the diverse communities they serve. This plan supports modernized, inclusive, and accountable policing by promoting diverse representation on the board as required under Section 28 of the Community Safety and Policing Act 2019 (CSPA) which took effect on April 1, 2024.

Overview 

  • On March 19th  2025, Region of Waterloo’s council approved the implementation of the Municipal Diversity Plan.  

  • Waterloo Region’s Municipal Diversity Plan will ensure that the Waterloo Region Police Service Board is representative of its diverse community and that their decision-making aligns with the Region’s commitment to reconciliation, equity, accessibility, diversity and inclusion (READI) 

  • As part of its implementation, the Region will implement Reconciliation, Equity, Accessibility, Diversity and Inclusion (READI)training for municipal council appointees and community representatives, ensuring compliance with the CSPA and the Municipal Diversity Plan. The training will encompass cultural humility, safety, and to effectively demonstrate knowledge of diverse communities, peoples and groups. 

  • Prior to the 2026 WRPSB appointment, the Region’s REDI team will be developing training material for board members and updating the application process for the WRPSB to ensure the criteria outlined aligns with the Diversity Plan. 

The implementation of the Diversity Plan aligns with the Region’s 2023-2027 Strategic Plan to create equitable services and opportunities. This Plan fosters inclusive and diverse communities, as well as ensuring that appointments to boards, such as the WRPSB, are reflective of and responsive to community needs
