Community Safety and Wellbeing Plan

Safe and Well takes a prevention-first approach. When something goes wrong, the instinct is often to call for tougher enforcement or faster crisis response. But when the conditions that created the problem are not addressed, the problem returns. Crime, homelessness, and safety concerns are frequently symptoms of deeper issues: social isolation, housing instability, lack of mental health support, and exclusion. Safe and Well addresses those root conditions directly, before harm occurs. This upstream approach costs less than crisis response over time, and the results last longer.

The plan is intentionally designed to be living, evolving document that takes a whole community approach to community safety, adapting to changing priorities. Over the next four years, we will take an outcome focused, collaborative, data-informed approach to ensure the vision of the Community Safety and Wellbeing Plan is achieved together. Waterloo Region is a remarkable place to live, work, learn, and play, and our shared commitment to this work strengthens the wellbeing of everyone who calls this region home.
