Victoria Street | Fischer-Hallman to Lawrence

The Region of Waterloo is improving Victoria Street from Fischer-Hallman Road to Lawrence Avenue in Kitchener. Based on public feedback and technical review, the road construction will include:

Separated bike lanes and sidewalk replacement between Lawrence Avenue and Westmount Road
Multi-use paths from Fischer-Hallman Road to Westmount Road
Pedestrian refuge islands and traffic medians
Upgrades to traffic signals, transit stops, shelters and lighting
Replacing and upsizing storm sewers and underground infrastructure
New asphalt pavement

Phase one of construction was at the Westmount Road and Fischer-Hallman Road intersections along Victoria Street.

Phase two extends from Fischer-Hallman Road to Lawrence Avenue and will be completed in a series of stages:

Stage 1: Fischer-Hallman to Hazelglen Drive (2026)
Stage 2: Hazelglen Drive to Westmount Road (2027)
Stage 3: Lawrence Avenue and Victoria Street intersection(2027)
Stage 4: Paulander Drive to Lawrence Avenue (2027)
Stage 5: Westmount Road West to Paulander Drive (2027)
Stage 6: Westmount road West; from Vicmount Drive to Victoria Street (2028)

Schedule

Design and planning: 2019–2024
Construction phase one: July 2025 - June 2026
Construction phase two (stage 1): September 2026 - November 2026

Getting around during construction

Phase 1 construction between the Westmount Road and Fischer-Hallman Road intersections along Victoria Street is complete.

Phase 2 construction between Fischer-Hallman Road and Hazelglen Drive is expected to begin on or about September 28, 2026, and continue until late November. A complete road closure between Fischer-Hallman Road and Hazelglen Drive will be in place continuously during construction. The road is expected to reopen for winter maintenance by the end of November, with work continuing off the road.

Local access will be maintained at Fenwick Court, Montel Carlo Street and Hazelglen Drive throughout construction.

During the closure, traffic will be detoured via Fischer-Hallman Road, Highland Road and Westmount Road in both directions.
