The Region of Waterloo is reviewing how it responds to groundwater 
interference complaints from private well owners. This review focuses specifically on the complaint and appeal process, including how concerns are assessed, how decisions are made, and what happens when interference is identified.

Recent concerns raised by residents, particularly in rural areas, have highlighted the need for a more transparent, independent, and resident-centred process. In response, Regional Council has directed staff to review and strengthen the current decision-making process.

A study carried out by Aqua Insights is underway to find ways to run the well supply system in an optimized way that results in 5 to 10 L/s of additional supply in the Mannheim Service Area this summer. 

Council received an update on a framework for Forward Looking Service Agreements that will provide certainty for long-term development as the capacity constraint is resolved. 

Council has approved a framework for Transfers of Servicing Commitment that would support the transfer of committed water capacity from registered unbuilt lots/blocks to draft approved subdivisions.

Staff are finalizing the operating plan for the temporary side stream treatment at Mannheim. This includes refining details such as how often the filters will need to be cleaned (backwashed) and how much water will be sent to waste as a result.

Construction crews began excavating at the Mannheim water treatment plant last week to prepare for the concrete pad and supports. 

A growth forecast that helps understand anticipated demands for new water supply shows the population in the Mannheim Service Area is estimated to grow by 34,500 by 2031.

The Region will expand water saving programs to help address the water capacity constraint. 

The rehabilitation of aging tanks at the Region’s oldest water treatment plant are complete as we continue to repair and modify key infrastructure.
