Regional Council is composed of the Regional Chair, eight directly elected Regional Councillors, and the mayors of the seven local municipalities; the Cities of Cambridge, Kitchener and Waterloo and the Townships of North Dumfries, Wellesley, Wilmot and Woolwich.

Members of Regional Council serve a four-year term. Eligible voters in the:

• City of Kitchener elect four Regional Councillors
• City of Cambridge elect two Regional Councillors
• City of Waterloo elect two Regional Councillors
