Municipal roles and responsibilities
We work with the Cities and Townships to deliver clean and safe drinking water and collect wastewater.
- In North Dumfries and Wellesley Townships, the Region of Waterloo supplies treated water, collects wastewater and bills properties. Villages that receive their water service directly from the Region of Waterloo include Ayr, Branchton, Heidelberg, Linwood, Lloyd Brown, Roseville, St. Clements, Wellesley.
- In Cambridge, Kitchener, Waterloo and for the Townships of Wilmot and Woolwich, the Region of Waterloo supplies treated water to the municipalities which, in turn, supply the water to properties in their municipality. The Cities and Townships then collect the wastewater from the properties and returns it to the Region of Waterloo for treatment.

Water rates
User rates and development charges fully fund the costs of municipal tap water distribution and wastewater collection. The City or Township where you live sets the user rate, with the exception of the Townships of North Dumfries and Wellesley, where the user rate is set by the Region of Waterloo.

Wholesale rates for Cities and Townships
The Region of Waterloo charges a wholesale rate to the Cities of Cambridge, Kitchener and Waterloo and the Townships of Wilmot and Woolwich to supply treated bulk water and collect wastewater. These municipalities then supply the water and collect wastewater at their set user rate to their residents and businesses.
Wholesale rates
- $1.3386 per cubic metre for municipal tap water
- $1.6572 per cubic metre for wastewater (sewage)
Paying your water bill
- Cambridge, Kitchener, Waterloo, and Wilmot and Woolwich Townships residents and businesses receive water bills directly from the City or Township. Contact the City or Township with payment questions.
- North Dumfries and Wellesley Townships residents and businesses with a municipal water and/or wastewater connection receive water bills from the Region of Waterloo. Contact the Region of Waterloo Finance Department with payment questions.

User rates
The Region of Waterloo supplies treated water, collects wastewater, and directly bills North Dumfries and Wellesley Townships homes and businesses with a municipal water and/or wastewater connection using a set user rate.
User rates and development charges fully fund the costs of municipal tap water distribution and wastewater collection.

- $3.65 per cubic metre for municipal tap water
- $2.76 per cubic metre for wastewater (sewage)

Paying your water bill
North Dumfries and Wellesley Townships residents and businesses with a municipal water and/or wastewater connection receive water bills from the Region of Waterloo Finance Department.

Payment methods
- Direct withdrawal from your bank account. Call 226-753-2261 to set up direct withdrawals for your bill payments.
- Payment online through your financial institution pre-authorized payments, or by cheque payable to Region of Waterloo by mail to Finance/Accounts Receivable, Region of Waterloo, 150 Frederick Street, 4th Floor, Kitchener, ON N2G 4J3.
- Payment by phone call 226-887-8546. Office hours are 8:30 a.m. to 4:30 p.m. excluding statutory holidays. Accepted methods of payment are VISA or Master Card. Direct questions to the Region of Waterloo Finance Department or call 519-502-3628.
- Payment in person at the main reception at 150 Frederick Street, Kitchener. Office hours are 8:30 a.m. to 4:30 p.m. Monday to Friday excluding statutory holidays. Accepted methods of payment are cash, debit card, VISA, Master Card or cheque payable to Region of Waterloo.

Applying for a high-water bill adjustment
North Dumfries and Wellesley Township customers with an unusually high-water bill may be eligible for a payment adjustment to their water bill. High water consumption may be the result of a fixture, faucet or toilet plumbing leak.
Criteria include:
- Residential properties with leak inside the property, water consumption is two times the previous 12 months average and there is no evidence of tampering of the Region of Waterloo water meter
- Eligible residents can apply once per decade per property.
- The bill adjustment is capped at $1,500. It is calculated by rebating 50 per cent of the water consumption above the customer’s 12-month average.
- The adjustment is applied to one invoice only
- An application must be made within 90 days of the date on the high-water bill
Your property does not apply if:
- It is industrial, institutional, or multi-residential
- It was vacant or unattended when the leak occurred
- High water usage was for a pool, hot tub, rink, irrigation, or legitimate purpose
