Retrofit Waterloo Region
Eligible homeowners can improve home comfort and energy efficiency through the Region of Waterloo’s new RetrofitWR program.
RetrofitWR is a home energy retrofit program that helps homeowners make energy efficient upgrades to improve home comfort, increase energy efficiency, reduce energy costs and lower greenhouse gas emissions. It is designed to make home retrofits easier to navigate with trusted guidance and access to low-interest loans.
The program provides support to help homeowners plan and complete eligible home energy upgrades. Energy Coach services are available to eligible homeowners across Waterloo Region. Low-interest loans are available to eligible homeowners to GrandBridge Energy customers in the City of Cambridge and Township of North Dumfries - with a goal to expand financing options into other utility service areas across the region.
Through the program, homeowners can access:
- Low-interest loans at 2.5% for eligible home energy upgrades
- On-bill repayment through a GrandBridge Energy electricity bill
- A free, independent Energy Coach for trusted advice and support
- A one-stop online resource with information about retrofits, incentives and next steps
- Additional financial support for income-eligible households
Eligible upgrades may include:
- heat pumps
- insulation and air sealing
- energy-efficient windows and doors
- electric water heaters
- smart thermostats
- rooftop solar panels
- and other eligible improvements that increase home energy performance
Program fees and launch incentives
Heat Pump Incentives:
- Receive $2,500 when you install a qualified ducted heat pump system.
- Receive $1,000 per unit when you install ductless mini-split heat pumps, up to a maximum of $2,500.
The program includes a $450 administration fee.
This fee will be:
- Waived for all eligible participants for a limited time.
- Waived for households under a certain income threshold
Additional incentives are available for income-eligible households based on the energy savings they achieve.
How the process works
RetrofitWR is designed to support homeowners through each stage of the retrofit journey:
- Contact the Energy Coach
- Confirm eligibility
- Complete a pre-retrofit home assessment
- Sign the loan agreement & receive initial loan payment
- Complete upgrades with qualified contractors
- Finish the post-retrofit home assessment & receive final loan payment

RetrofitWR is delivered through a partnership between the Region of Waterloo, GrandBridge Energy and Reep Green Solutions. The program is funded by the Federation of Canadian Municipalities’ Green Municipal Fund, an endowment created by the Government of Canada.
RetrofitWR is available from 2026-2030.
