Arthur Street

The Region of Waterloo is improving Arthur Street from Kenning Place to South Street E in Elmira. This section of Arthur Street includes the downtown core of Elmira and Church Street, including the Canagagigue Creek bridge. The underground infrastructure, road, sidewalks and bridge will be upgraded to improve use for residents.
Phase 1 of this project from South Street E to Church Street will include asphalt resurfacing, replacement of existing sidewalks, removal of brick paving stones, and upgrades to streetlighting. No cycling lanes will be added. This phase will not include the Arthur Street and Church Street intersection.
Phase 2 of this project from Church Street to Kenning Place is still being planned and designed and is tentatively scheduled for 2028 construction.

Getting around during construction
Traffic will be maintained throughout sidewalk construction, with all travel lanes remaining open and operational. Each stage of construction will be completed before work begins on the next stage.
Following the completion of sidewalk work, Arthur Street will be fully closed between South Street East and Church Street for approximately five (5) days to allow for asphalt removal and roadway resurfacing. View detour map.
Work at the intersections of Arthur Street and Church Street, and Arthur Street and First Street, will be completed during weekend closures to help reduce impacts.
Public engagement
Thank you to everyone who shared their input on this project. We appreciate the time and thoughtful feedback provided by residents, businesses, and community members. Based on community input and Township and Regional Council directive, Arthur Street from South Street E to Church Street will get rehabilitated in the 2026 construction season.
