The Region of Waterloo is improving Arthur Street from Kenning Place to South Street E in Elmira. This section of Arthur Street includes the downtown core of Elmira and Church Street, including the Canagagigue Creek bridge. The underground infrastructure, road, sidewalks and bridge will be upgraded to improve use for residents.
Phase 1 of this project from South Street E to Church Street will include asphalt resurfacing, replacement of existing sidewalks, removal of brick paving stones, and upgrades to streetlighting. No cycling lanes will be added. This phase will include the removal and replacement of existing brick pavers at the Arthur Street and Church Street intersection, with asphalt at all four crosswalks.
Phase 2 of this project from Church Street to Kenning Place is still being planned and designed and is tentatively scheduled for 2028 construction.

Getting around during construction
Construction on Arthur Street in Elmira is underway and continues to progress. Upcoming work (exact dates are weather dependent) includes:
- Arthur Street and Church Street intersection closure: Oct. 31 to Nov. 1
- The intersection will be closed for the weekend while crews remove the existing brick pavers and replace them with asphalt.
- Arthur Street will remain open between South Street and Church Street; however, vehicles will not be able to travel through the intersection.
- Detours will be in place, and signs will help residents, visitors and businesses plan their routes.
- Arthur Street closure between South Street and Church Street: Nov. 2 to 13
- Arthur Street will be closed between South Street and Church Street to allow crews to mill the road surface, adjust utility covers and complete paving.
- Access to off-street parking areas will continue to have access from Church Street and local side streets
Public engagement
Thank you to everyone who shared their input on this project. We appreciate the time and thoughtful feedback provided by residents, businesses, and community members. Based on community input and Township and Regional Council directive, Arthur Street from South Street E to Church Street will get rehabilitated in the 2026 construction season.
