Construction notice: Arthur Street Improvements (July - October 2026)

About the project

The Region of Waterloo is making improvements to Arthur Street in the Elmira downtown core, between South Street East and south of Church Street. The project is being delivered in two phases: Phase 1 covers the section from South Street East to Church Street, while Phase 2 extends from Church Street to Kenning Place and is currently planned for 2028. 

 

Phase 1 includes:

·       Removal and replacement of sidewalks

·       Roadway asphalt resurfacing

·       Adding new streetlighting

·       Select curb and gutter replacement

·       Select roof drain connections to the existing storm sewer.

·       Removal and replacement of existing brick pavers at the Arthur Street and Church Street intersection, with asphalt at all four crosswalks. 

Timing — starts on or around July 13, 2026

Construction will be completed in stages starting on or about July 13th and will be completed by the end of October 2026.

Closures (or lane reductions)

Traffic will be maintained throughout the sidewalk construction, with all travel lanes remaining open and operational Each stage of construction will be completed before work begins on the next stage.

Following the completion of sidewalk construction, Arthur Street will be fully closed between South Street East and Church Street for approximately five (5) days to allow for asphalt removal and roadway resurfacing.

Work at the intersections of Arthur Street and Church Street, and Arthur Street and First Street, will be completed during weekend closures to help reduce impacts. Advance notice of all lane and road closures will be provided to the public prior to the start of each closure.

Detour

During the five (5) day closure, vehicles will be detoured via Church Street, Floradale Road, and Listowel Road. Access to all businesses will be maintained and businesses will remain open throughout construction. View detour map during the 5-day closure.

Emergency Services (Police, Fire, Paramedics) have been notified of the construction, closures and detours to minimize any disruptions to services.

Pedestrian access

The sidewalks will remain accessible during the project. Pedestrians should follow the signs as they walk through the site.

Property and business access

All businesses in the construction area will remain open and accessible during construction. Construction activities may temporarily impact access to entrances. We will provide notice of any interruption in advance as much as possible.

Please plan for some delays and travel carefully in the construction zone.  We request that when driving or walking through and around the construction zone you follow and obey the construction traffic signage for your safety and for the safety of the workers.

Pre-construction property assessment

Only residents and businesses within the construction area will be contacted by a staff member from Englobe to conduct a free pre-construction condition assessment. This will document the building’s existing condition including any cracks and visible structural or cosmetic defects of the exterior and interior of the property.

Construction area where the pre-construction survey will be conducted includes the properties facing Arthur Street, between South Street E. and Church Street.

If property owners/tenants suspect damage as a result of construction activities, the information for this assessment will help resolve the issue.

Waste collection 

Waste collection will continue its regular schedule. Project staff are coordinating with waste collection services to minimize disruptions and ensure collection is maintained throughout construction.

Dust, mud and vibration

You may notice slight vibrations from the contractor’s equipment during construction. All efforts will be made to minimize adverse impacts from construction including dust, mud and vibration.
