Fischer-Hallman Road | Bleams to Plains
Overview

The Region of Waterloo has been reconstructing Fischer-Hallman Road between Bleams Road and Plains Road in Kitchener. The final section from the north of Seabrook Drive to Huron Road and south of Haldimand Street to south of Plains Road will be constructed in 2026/2027.
This project is being completed in phases:
- Phase 1: Bleams Road to approx. 150 metres north of Rosenberg Way
- Phase 2: Approx. 150 metres north of Rosenberg Way to 750m north of Seabrook Drive, including roundabouts at Wallaceton Way and Rosenberg Way
- Phase 3: Approx. 750m north of Seabrook Drive to Huron Road and south of Haldimand Street to south of Plains Road
This work includes:
- Widening to four lanes with a raised center median (all phases)
- New street lighting and bus stop pads (all phases)
- Multi-use paths on each side of the road (all phases)
- Two new roundabouts at Rosenberg Way and Wallaceton Way (phase 2)
- Water and storm sewer underground infrastructure installation (phases 2 and 3)
- Asphalt resurfacing of Huron Road and Seabrook Drive roundabouts (phase 3)
- Wildlife passage culvert and fencing (phase 3)

Design and planning: 2016–2025
Construction phase 1: 2020–2021 (completed)
Construction phase 2: 2023–2024 (completed)
Construction phase 3: Starting May 2026-2027 (ongoing)
Note: timing may be affected by weather conditions and changing project scope; updates will be posted as needed.

Phase 3: $10,645,000
Getting around during construction
From June 17 to October 2026, Sienna Street at Fischer-Hallman Road will be fully closed to all traffic as part of construction activities. Access through the intersection will not be permitted during this period.
Two-way traffic on Fischer-Hallman Road will be maintained throughout construction. During the closure, access to Sienna Street will be maintained via Sienna Crescent, Woodbine Avenue, and Huron Road or Seabrook Drive
Any additional road closures, lane reductions, or construction-related impacts during Phase 3 will be communicated in advance.
