About the project
The Region of Waterloo (ROW) Waste Management Division will be constructing the South Expansion Area Cell SE-6A, along with the West Access Road and associated infrastructure extensions, to support the additional disposal capacity required for the continued operation of the Waterloo Landfill Site.
The project is located at 925 Erb Street West, Waterloo, within the South Expansion Area of the Waterloo Landfill, as shown in Figure 1 below. The Region received overall approval for the north and south landfill expansions from the Ministry of the Environment in 1991, followed by detailed cell construction approval from the Ministry of the Environment and climate Change in September 2017.
Timing- started on or around June 1, 2026
Construction work started on or around June 1, 2026 and is expected to be completed by November 2027.
The scope of work includes excavation, installation of a clay liner, and the construction of leachate and landfill gas collection systems, along with the extension and connection of on-site access roads and underground infrastructure.
Construction impacts
While occasional odours are a normal part of landfill operations, residents may notice an increase in odour levels during approximately one week of waste excavation activities scheduled for early fall 2026. Odour control systems will be operational during this work. No weekend work is planned for the waste excavation activities. This is a major earthworks project and as such dust can be another nuisance, which the contractor will be required to undertake ongoing dust control measures throughout.
