Taxi By-law Overview
Section 11 of the Municipal Act, authorizes the Region of Waterloo to pass by-laws for the licensing, regulating and governing of brokers, owners and drivers of taxi-cabs operating in the Region.
This summary provides a high-level overview of the Region’s Taxi By-law. It is intended as a summary only and does not replace the full Taxi By-law. Licenced taxi brokers, owners, and drivers, and those applying for a licence, are responsible for reviewing the complete by-law and ensuring full compliance with its requirements.
Anyone applying for a licence under the Region’s Taxi By-law will:

Pay a fee in accordance with the Region’s Fees and Charges By-law.

Provide the Region of Waterloo with their required information and documentation.

Inform the Region of Waterloo about any changes to the information they included in their application within six days after the change happens.
Note:
- You must be affiliated with a taxi-cab broker that is licenced under this by-law; otherwise, an Owner/Vehicle licence will not be issued.
- If you meet all the requirements, the Region of Waterloo can issue the Owner/Vehicle Licence for either 1 month, or 1 year, depending on the term you choose when you apply.
The Region of Waterloo shall issue a Taxi-cab Broker, Owner/Vehicle or Driver Licence to an applicant that has satisfied the requirements of this By-law based on the appropriate licence class:

Meter Taxi-cab Broker, Owner/Vehicle or Driver Licence
Issued to applicants who already hold this licence type when the by-law has come into effect or later according to the requirements of the by-law.

Auxiliary Taxi-cab Broker, Owner/Vehicle or Driver Licence
Issued to applicants not qualifying for a Meter Taxi-cab Licence.
- The taxi broker’s licence expires at 4:30p.m. on January 31st annually.
- If January 31st is a Saturday or Sunday, the licence will expire the following Monday at 4:30 p.m.
- Taxi Owner/Vehicle and Driver licences expire annually, on a date mutually agreed on by the broker and the Region.
