Administrative Penalties Program
The Province of Ontario passed legislation banning the use of automated speed enforcement cameras. The Region of Waterloo's Municipal Speed Camera Program is no longer issuing speeding tickets as of November 14, 2025. Tickets issued on or before November 13, 2025 remain valid. Vehicle owners are responsible for paying or disputing the ticket by the date indicated on the ticket, even if it was received in the mail after November 14.
Please note: The Administrative Penalties Program does not send any correspondence regarding penalty orders, payment reminders, screening requests or hearing requests by text message. If you receive this type of text message it is a scam.
Options to Pay a Penalty Order
- Pay online: Visit our online payment platform or scan the QR code on your Penalty Order. On the payment platform, choose the option to “pay” and proceed to the secure payment system to complete payment.
- Pay by mail: Payment by mail can be sent to the following address: The Region of Waterloo – Provincial Offences Court, 77 Queen St North, Kitchener ON N2H 2H1. Cheques are to be made payable to the Region of Waterloo – Administrative Penalties Program. Note: If payment sent by mail is not received by the due date, for any reason, the vehicle license plate owner assumes the consequences.
- Pay by telephone: Only credit card payments can be taken when paying over the phone. To make a credit card payment by phone, call 519-575-4400.
- Pay in-person: Payment can be made in person Monday to Friday, 8:30 a.m. to 4:30 p.m. by debit, Visa/Mastercard, cheque or money order at the following Region of Waterloo buildings: 150 Frederick Street, Kitchener, 99 Regina Street, Waterloo,150 Main Street, Cambridge, or 77 Queen Street North, Kitchener. Cash payments can only be received at 77 Queen Street North, Kitchener, Monday to Friday, 8:30 a.m to 4:30 p.m.
Important Notes
- For automated speed enforcement notices (Provincial Offence Notice) issued before February 3, 2025, payment must be processed through the Provincial Offences Court system.
- For penalty orders issued on or after February 3, 2025 through the Administrative Penalties Program, see above for Options to Pay a Penalty Order.
- Effective immediately, the Region of waterloo is no longer accepting new requests for a screening review or a hearing review. The last Penalty Order was issued November 14, 2025, and 30 days from the Deemed Service Date has now passed.
Frequently Asked Questions
What happens if I don't pay the ticket?
Unpaid tickets are sent to the Ministry of Transportation. Outstanding fines will impact your ability to renew your vehicle license.
Will there be an impact on my driving record as a result of the speeding ticket?
There are no demerit points issued with a penalty order and there is no impact on the registered owner's driving record for penalty orders that are issued from a Municipal Speed Camera.
Can I make partial payments or pay the penalty order in installments?
No, penalty orders must be paid in full by the due date. We do not accept partial payments or payments in installments.
How will the revenue collected from the tickets be used?
Any surplus revenue above capital and operating costs is deposited in the Road Safety Reserve Fund, which is designated to be used for initiatives designed to improve safety for all road users in the Region.
I didn't get my penalty order in the mail and the due date to appeal the ticket has passed. What can I do?
- If you have received a penalty order, you must take action on or before 30 days of the deemed service date, 7 days after the penalty order was processed and mailed. Penalty orders are mailed to the registered vehicle owner's address on file with the Ministry of Transportation Ontario (MTO). If you have not updated your address with MTO, you will need to contact them directly.
- Unpaid tickets are sent to the MTO, and you will need to contact them directly to resolve the unpaid ticket.
