Waterloo Region – At Wednesday's Council meeting, two dedicated community members were honoured for their many community contributions and their exemplary service to Waterloo Region residents. 

Regional Chair Karen Redman presented the Jack Young Civic Award to Craig Dyer, former Commissioner of Corporate Services and Chief Financial Officer for the Region of Waterloo, and former Council Support Specialist, Terri Plummer. 

"Craig's trusted financial leadership helped guide our community through significant opportunities and challenges, while Terri's dedication and tireless support strengthened countless Regional programs, volunteers and community initiatives," said Regional Chair Karen Redman. "Both have demonstrated an unwavering commitment to public service and have made Waterloo Region a better place through their professionalism, generosity, and leadership. We are grateful for their contributions and proud to celebrate their achievements." 

The Jack Young Civic Award celebrates the contributions of those directly connected to Regional government and its programs and services. It is named after the Region’s first Chair, and it is presented to the person or people in Waterloo Region who best exemplify the high standards of political and civic life exhibited by Jack A. Young. 

About the recipients: 

Craig Dyer 

Craig Dyer has been recognized for more than 36 years of municipal service, including 12 years as the Region of Waterloo's Commissioner of Corporate Services and Chief Financial Officer. Throughout his career, Craig provided trusted financial leadership, helping guide major initiatives such as ION rapid transit, long-term capital planning, and the Region's response to the financial challenges of the COVID-19 pandemic. Respected for his integrity, professionalism, and ability to make complex financial matters easy to understand, he empowered elected officials to make informed decisions that benefited residents across Waterloo Region. His commitment to public service, transparency, and sound financial stewardship has left a lasting impact on municipal government both locally and across Ontario. 

Terri Plummer 

Terri Plummer has been recognized for 15 years of dedicated service with the Region of Waterloo, where she played a vital behind-the-scenes role in supporting Regional Council, committees, elections, and the Waterloo Region Arts Fund. Known for her reliability, professionalism, and people-first approach, Terri helped ensure the successful administration of millions of dollars in Arts Fund grants that supported local artists and enriched communities across Waterloo Region. Whether assisting volunteers, supporting colleagues, coordinating complex processes, or helping residents access services, Terri consistently went above and beyond with kindness, patience, and a commitment to public service. Her lasting contributions strengthened local programs, supported civic engagement, and made a meaningful difference to both the arts community and the residents of Waterloo Region.
