Waterloo Region – The hearing of the Region’s application on the Site-Specific By-law for 100 Victoria Street North, originally scheduled for November 19 to 21, 2025, has been adjourned to February 2026.  During this adjournment, the parties have agreed to engage in mediation regarding the Region’s Site-Specific By-law.                                                                                                            

Mediation will allow for engagement, clarification, and we hope expedited resolution of issues. The mediation process is not expected to delay the Kitchener Central Transit Hub project. 

The Region’s goal is to support people currently living at the 100 Victoria site to find alternate housing options. Over the last several months, Region staff have visited the site daily to work closely with residents on their Individual Housing Plans (IHPs). As of October 17, 2025, four of the original residents continue to reside at the site, as well as an additional 32 new residents.
