Construction notice: Roseville Road Roundabout June 2026 - November 2026
About the project
The Region of Waterloo is installing a single-lane roundabout at the intersection of Roseville Road and Edworthy Side Road in North Dumfries. The work includes installation of storm sewers, granular road base, curb and gutter, asphalt removal and replacement, new ditch grading and profiling, and additional street lighting within the project limits.
Timing — starts on or around June 1, 2026
Construction is expected to begin on or about June 15, 2026, and will take place in stages, with completion anticipated by November 2026.
Closures
During Stage 1, there will be a one-day closure at the storm outlet crossing at Roseville Road. Advance signage will be installed, and residents will be notified in advance of the closure.
During Stage 2, westbound traffic on Roseville Road will be restricted for approximately one week to accommodate storm sewer construction. Additional future closures and impacts to Edworthy Side Road, will be communicated to residents through advanced signage and website updates.
Detour
During Stage 1, there will be a one-day closure along Roseville Road. Road users (motorists and cyclists) will be directed to utilize Edworthy Side Road, Cedar Creek Road, St Andrews St and George St as an alternate route around the closure. View Stage 1 detour map.
During Stage 2, westbound traffic will be restricted along Roseville Road for approximately one week. Road users will be directed to utilize George St, St Andrews St, Cedar Creek Road and Edworthy Side Road. Eastbound traffic along Roseville will not be impacted. Additional detours and traffic impacts required for future construction stages will be communicated to residents and road users through advance signage and
website updates.
There may be periods during construction when traffic will need to travel on a gravel surface, as well as times when traffic will need to be controlled with flag persons.
Emergency Services (Police, Fire, Paramedics) have been notified of the construction,
closures and detours to minimize any disruptions to services.
Oversized and slow-moving vehicles
Large trucks and farming equipment may utilize Whistle Bare Road, 1 Township Road and Dickie Settlement Road for access to businesses and area farms during construction. Many of these vehicles are wider than conventional lane widths and move at slow speeds. Please be patient, drive slowly through the construction zone, yield to oncoming wide vehicles or equipment, and use caution when approaching slow moving vehicles from behind.
Property and business access
All businesses in the construction area remain open and accessible during construction. Every effort will be made to maintain access to residential and business driveways in the construction area during working hours (7 a.m.–7 p.m.). Construction activities may temporarily impact access to entrances. We will provide notice of any interruption in advance as much as possible.
Please plan for some delays and travel carefully in the construction zone. We request that when driving or walking through and around the construction zone you follow and obey the construction traffic signage for your safety and for the safety of the workers.
Pre-construction property assessment
Residents and businesses in the construction area will be contacted to conduct a free pre-construction condition assessment. This will document the building’s existing condition including any cracks and visible structural or cosmetic defects of the exterior and interior of the property.
If property owners/tenants suspect damage as a result of construction activities, the information for this assessment will help resolve the issue.
Waste collection changes
During construction, for those properties that receive curb-side collection, we urge that you place your garbage in disposable bags (please avoid use of containers) at the curb along with your blue box, green bin and yard waste prior to 6:00 A.M. on your normal collection day.
The garbage and recycling materials will be taken by our contractor to adjacent side streets for pickup by Waste Management. Blue boxes and green bins will be returned by day’s end. Please clearly mark your address number on your blue box and green bin to ensure proper return.
Restoration and landscaping
If your driveway or landscaping is damaged by construction, we will replace/reinstate it to pre-construction condition. We will take care of any sod that is replaced for 60 days. After 60 days, all sod maintenance and watering become the responsibility of the property owner.
Dust, mud and vibration
You may notice slight vibrations from the contractor’s equipment during construction. All efforts will be made to minimize adverse impacts from construction including dust, mud and vibration.
