Arthur Street

The Region of Waterloo is improving Arthur Street from Kenning Place to South Street E in Elmira. This section of Arthur Street includes the downtown core of Elmira and approximately 940 meters north of Church Street, including the Canagagigue Creek bridge. The underground infrastructure, road, sidewalks and bridge need to be upgraded, as they have reached the end of their service life.
Phase 1 of this project from South Street E to Church Street will include asphalt resurfacing, replacement of existing sidewalks, removal of brick paving stones, and upgrades to streetlighting. No cycling lanes will be added. This phase will not include the Arthur Street and Church Street intersection.
Phase 2 of this project from Church Street to Kenning Place is still being planned and designed.

Public engagement
Thank you to everyone who shared their input on this project. We appreciate the time and thoughtful feedback provided by residents, businesses, and community members. Based on community input and Township and Regional Council directive, Arthur Street from South Street E to Church Street will get rehabilitated in the 2026 construction season.
Phase 2 of this project between Church Street and Kenning Place (including the Canagagigue Creek bridge) will continue in the design and planning stage. Stay up to date on that work on the EngageWR project page.
